What Your Job Will Be Like:
We are seeking a Technical Surveillance Specialist to serve as a TEMPEST Coordinator with responsibility to prevent the unauthorized interception of compromising emanations that may be present in information processing communication equipment, systems, and components. The Technical Surveillance Specialist will conduct facility inspections and provide recommendations in accordance with Intelligence Community Directive 705. Responsibilities will entail planning, organizing, and executing TEMPEST services including technical assessments and analysis, interviews, briefings, and research, as well as engaging with Sandia National Laboratories (SNL) organizations and customers to identify, define, and mitigate TEMPEST hazards to the intelligence community. TEMPEST services may be conducted utilizing highly specialized equipment, knowledge, and skills to protect sensitive information and operations.
On any given day, you may be called on to manage operational activities of the TEMPEST program at multiple sites to determine continued effectiveness of TEMPEST and plans, which includes but is not limited to:
TEMPEST assessment and reviews
Instrument testing
TEMPEST countermeasure implementation
Preparation/Evaluation of TEMPEST plans for DOE facilities
Facility and equipment evaluation
Providing system solutions to address security concerns
Inspecting new and existing construction as well as major renovation projects to ensure TEMPEST vulnerabilities are identified and corrected.
Analyzing security requirements and provide advice on Sandia facility design, counter threat plans, physical security, and technical security policies and equipment to mitigate or neutralize vulnerabilities against technical threats.
Providing training and guidance to Sandia personnel on TEMPEST concerns, TEMPEST mitigations, and building construction practices.
Collaborating with federal oversite and Sandia organizations, to advise and assist Sandia in developing programs, processes, and guidance for TEMPEST mitigations and activities.
Participating as a member of internal and external working groups to develop security policy and interpret and implement new requirements and directives that enhance security operations at Sandia.
Serving as a derivative classifier (DC) for TEMPEST Program
Due to the nature of the work, this candidate must be to work onsite. Occasional travel may be required.
Salary Range:
$85,100 - $164,100
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
Associates degree in a related field plus 9 years of directly related experience or equivalent education and experience.
Demonstrated knowledge and expertise in one or more major security areas including classified matter protection and control, information security, telecommunications security, wireless security, TEMPEST, physical security, computer security, technical security, program security, or personnel security
Demonstrated experience analyzing, interpreting, and implementing national security policies and directives to protect facilities against unauthorized interception of information.
Knowledge of Sensitive Compartmented Information Facilities (SCIFs), Special Access Program (SAP) facilities, sigma areas, classified video teleconferencing areas, and their associated requirements and directives
Active DOE Q or DoD TS Level Clearance
Ability to obtain and maintain SCI clearance that may require a polygraph.

In-depth knowledge of and experience with IC Tech Spec 705 and CNSSAM TEMPEST/1-13
Experience identifying radio frequency signals with spectrum analyzers or similar equipment
Site Security Manager and/or Construction Surveillance training
Ability to analyze security requirements and provide advice on facility design to mitigate or neutralize vulnerabilities against technical hazards
Knowledge of radio frequency (RF) and antenna theory, electromagnetic wave propagation principles, and telecommunication and computer network systems, including infrastructure, hardware, software, communication protocols, wireless technologies, and voice over internet protocol
Demonstrated ability to perform research
Strong interpersonal skills
Strong verbal and written communication skills
Ability to effectively work in a team environment
Ability to model behaviors that reflect Sandia's core values
Active DOE Q and SCI Security Clearance.
