We are seeking a Science & Engineering (S&E) Project Manager to be part of the Project and Product Delivery Service Group (10410) to apply their skills and subject matter expertise in leading scientific and engineering project across the enterprise. The position requires substantial programmatic experience and technical understanding of the products to be delivered. You will be expected to foster a lean approach to project management and product life cycle management by applying and expanding the adoption of Agile methodologies across a variety of technical projects across Sandia. Within this position, you will lead and/or mentor project teams on programmatic and technical decisions to deliver quality products efficiently. You will be responsible for exercising a full range of project management responsibilities; coordinating with multi-functional teams of scientists, engineers, technologists, project-management professionals, and business staff in a highly-matrixed environment. You may serve as a primary interface to Sandia management and Sandia customers and sponsors, especially for project status reporting, and will be required to interact with individuals, management, and senior management across multiple SNL organizations routinely.

On any given day, you may be called on to:

  • Improve upon, develop, plan, implement, and deliver Agile capabilities (e.g. trainings, career development, mentoring and coaching programs, etc.) that enable Sandia’s projects/programs to achieve a successful implementation.

  • Lead project teams, customers, and management in the implementation and execution of Agile methodologies, which includes assessing the technical and programmatic needs of the project and then planning and managing schedule, scope, risks (technical and non-technical) opportunities, issues, and cost of implementation ensuring full and proper project integration.

  • Partner with technical project leads, program management professionals, and management to identify, recommend, and implement improvements to technical (e.g. systems engineering, quality management, etc.) and project management processes /tools utilizing Agile methodologies consistently and effectively.

  • Coach and train leadership and teams in team level and enterprise level Agile, specifically using Scrum, the Kanban Method, ScrumBan, Scaled Agile Framework (SAFe) and possibly others.

  • Work in a peer-level relationship with the project technical leads throughout Sandia to oversee development and production for high-rigor projects, and present project status reporting to a community including internal and external customers, and upper level management.


  • Bachelor’s degree or higher in a STEM-related field (Computer Science, Computer Engineering, Electrical Engineering, Mechanical Engineering, Civil Engineering, or a comparable relative field of study)

  • Five or more years of technical experience in Agile processes, methodologies, such as Kanban, Scrum and SAFe

  • Active DOE L-level security clearance or DOD equivalent

  • Current PMP certification or equivalent certification, or the ability to obtain one in the next 12 months


  • Experience in designing and delivering Agile training

  • Excellent facilitation skills and proven ability to apply them during Agile ceremonies (e.g. Retrospectives) and Agile community wide events (e.g. Lean Coffees)

  • Demonstrated understanding of the Agile mindset and the application of principles over practices

  • The following Agile certifications

  • Scrum Alliance Certified Scrum Master, Scrum Alliance Certified Scrum Product Owner, or equivalent

  • Scaled Agile, Inc. SAFe Program Consultant 5

  • Experience building relationships and establishing credibility with technical project teams

  • Experience with or a working understanding of product life cycle management

  • Experience in technical management processes, such as, design, requirements engineering, configuration management, risk management, verification and validation, etc.

  • Experience in improving/creating processes, and developing and instantiating tools to optimize technical management of science and engineering projects, including Agile Lifecycle Management tools such as Rally and Jira

  • Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks in a high-pressure and/or ambiguous environment

  • Demonstrated teaming skills, including the ability to work effectively with leadership at multiple levels, customers, other organizations, and technical leads

  • Demonstrated ability to craft technical roadmaps and execute against them

  • Demonstrated technical writing and presentation skills, including an ability to succinctly explain complex technical concepts

  • Demonstrated ability to manage diverse security and classification requirements

  • A current and active DOE Q, DoD Top Secret, or equivalent security clearance

  • Ability to obtain and maintain US DOE SCI access, which may require a polygraph test

  • Experience building relationships and establishing credibility with scientists, engineers, and technical project teams.

  • Experience in technical management processes: lifecycle management, requirements engineering, configuration management, risk management, verification, and validation, etc.

  • Experience developing tools and processes to optimize technical management of science and engineering projects

  • Demonstrated teaming skills, including the ability to work effectively with leadership at multiple levels, customers, other organizations, and technical leads

  • Demonstrated technical writing and presentation skills, including an ability to succinctly explain complex technical concepts

  • Demonstrated leadership experience involving technical and programmatic responsibilities.

  • Demonstrated ability to effectively interface with management, customers, and stakeholders at all levels

    Department Description:

Product Life Cycle Management Execution & Portfolio Management (Org 10416) develops approaches grounded in solid principles of portfolio management and project management, and systems science and systems engineering to deploy the Project and Product Delivery System (PPDS). This department has a cadre of Systems Engineering, Science and Engineering Project Management, Project Management, and Agile framework subject matter experts that are skilled to matrix and collaborate with Sandia’s scientific and engineering programs/projects. We actively collaborate/partner on mission delivery engineering teams and help establish roadmaps that support the program/project requirements and deliverables. Security Clearance:

Position requires a Department of Energy (DOE) L security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD).
