We are seeking an R&D Senior Manager to lead and manage a dedicated group of managers and staff that provide technologies and systems for protecting U.S. nuclear weapons and materials by creating reliable and fail-safe systems throughout the world. Our goal is to counter emerging threats and resolve unique security challenges through high-consequence automation, autonomy, and robotics.
In this role, you will have complete responsibility for the development and implementation of technically complex designs, $100+M budgets, and focus on achieving timely execution of schedules. This role will require regular interaction and partnership with senior-level federal sponsors and M&O contractors to successfully resolve technical, budget, and schedule issues that arise in the course of this work.
On any given day, you may be called on to:
Ensure that customer needs are satisfied safely and securely, through leading and coordinating specific objectives
Manage programs through Earned Value Management Systems (EVMS) based approaches applied to project plans, budgets, structures, schedules, and staffing requirements
Guide systems decision making at all levels of the laboratories and focus on early detection and correction of potential design, development, integration, or operations failures; functional analysis; design synthesis; system design and control throughout the entire lifecycle
Provide strategic vision and lead program development efforts to advance Sandia’s mission role supporting DOE/NNSA, the DoD in securing nuclear assets and materials
Lead and coordinate activities across multiple Centers to ensure integration of programs, strategies and plans related to nuclear weapons security
Lead development and implementation of Next Generation Physical Security technology and architectures for the enterprise
Support NA-70 in implementing congressional requirements for the Center for Security Technology, Analysis, Response and Testing (CSTART) to include collaboration activities with other agencies
Provide funding, cost, and carryover projections to support Global Security recommendations to the Lab operating plan
Partner with Centers 6600 and 6800 to demonstrate capabilities and investment across domestic and international security programs
This position will require travel up to two weeks per month.
Master’s degree in relevant STEM plus 10 years' of experience OR Bachelor’s degree in above fields, plus 14 years’ experience
Minimum 5 years' demonstrated experience managing large organizations and individuals with focus on employee development and success
Demonstrated experience managing technical or R&D complex, multi partner, technical projects
Strong external senior level (General Officer/ Senior Executive Service) DoD and/or NNSA interface experience
Project Management Professional (PMP) or other university based equivalent certification
Active DOE Q Clearance required to start
Proficient in the design and/or implementation of Earned Value Management System (EVMS) based projects
Experience with development and implementation of high-level national security policies
DOE, NNSA, USAF and Navy physical security experience
Experience working with the Sandia Field Office (SFO)
Strong understanding of DOE 413.3 and DoD 5210.41M security policies
Significant project/program experience outside the continental United States
Understanding and implementation experience modeling and simulating physical security components and systems
Development, support, and implementation of Center-wide initiatives
In-depth experience in one or more of the following areas: quality, ES&H, contract management/implementation, technology testing, etc. for field implementation
Ability to deliver results and effectively build and lead multi-disciplinary teams while modeling behaviors that reflect Sandia's core values
Excellent oral and written communication skills and customer service skills
