Sandia National Laboratories R&D Manager, Reactor Facility Development (1391) in Albuquerque, New Mexico

We seek a Manager to lead the Reactor Facility Development department in the Combined Radiation Environments for Survivability Testing (CREST) Project Group. CREST is a proposed project to provide an advanced nuclear reactor facility to fill a mission gap for research, development, and qualification data in combined survivability/threat environments. It will replace and enhance an aging legacy capability.

In this role, you will be a key member of the CREST management team and contribute to ensuring Sandia will meet its national security mission now and into the future. This job involves working within DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets process and applying a thorough understanding of nuclear weapons and research community technical needs including technical program requirements. You will need to leverage a deep understanding of nuclear weapons systems requirements and radiation sciences to develop and execute strategic plans for this new facility.

Your goal in this position will be to ensure the project scope meets the mission needs and program requirements as envisioned, that it is correctly translated by the architect and other members of the project team and delivered.

On any given day, you may be called on to:

  • Manage a team of engineers focused on technical requirements
  • Lead smaller technical teams to develop the accelerator, reactor, and other programmatic equipment
  • Contribute to successfully obtaining the next critical decision for the facility project
  • Partner with the Project Manager and larger project team on development of schedule, scope, budget, staffing, and risk plans for the facility project
  • Coordinate contracts for various roles on the CREST project
  • Help with program development and business development inside and outside the nuclear deterrence program
  • Assure a strong safety and security posture is built into the facility project


  • Master’s degree in science or engineering, and eight years’ related experience
  • Experience developing strategy, plans, program development and managing projects
  • Experience working with the NNSA Defense Programs
  • Experience with nuclear facilities
  • Current, active DOE Q security clearance


  • Two years management experience
  • A strong record of technical and programmatic achievement
  • PhD in engineering or science
  • Demonstrated capability to partner across a diverse project team and multiple organizations inside and outside Sandia
  • Experience managing experimental research capabilities and projects
  • Knowledge and experience with DOE Order 413.3B
  • Experience managing hazardous research involving radiation and nuclear material handling
  • Familiarity with relevant NEPA policies, DOE Orders governing safety, Federal Regulations governing nuclear safety basis, and relevant nuclear quality assurance requirements
  • Experience managing modeling and simulation R&D that leads to successful delivery
  • Leadership and mentoring abilities for development of engineers and a larger technical team
  • Experience working with the Department of Energy, National Nuclear Security Administration; the Department of Defense, including the USAF Nuclear Weapons Center and the Defense Threat Reduction Agency; the Intelligence Community; and the UK Atomic Weapons Establishment

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
