What Your Job Will Be Like:

We are seeking an experienced Facilities Engineering Project Manager to join our Capital Acquisition Project Management Department, and provide project management services for line-item building and infrastructure projects. Line-Item construction projects are greater than $30M in value and support current and future mission needs for NNSA.

The successful candidate will work with a matrixed project team consisting of NNSA/Program Customers, Contractors, Technical partners, Mission Enabling partners, and Facilities Management to ensure new buildings, infrastructure, and building modifications/upgrades are performed and completed in a timely manner and within scope, budget, and quality expectations. On any given day, you may be called on to:

  • Identify, develop, and lead a construction project team with a total project cost in excess of $300M

  • Develop project plans, schedules, and milestones and all required documents associated within the DOE order 413.3B Critical Decision (CD) process.

  • Partner with the Federal Projects Director (FPD) or the Federal Program Manager (FPM) assigned by NNSA.

  • Collaborate with Project Management Office (PMO) to train the project team on how to implement DOE Order 413.3, EIA-748, and Earned Value Management (EVM).

  • Employ standard project management practices including: project plan development and control, scope management, project scheduling, cost estimation and management, quality assurance, project staffing, communications planning and management, risk and opportunity management, EVM, and procurement management.

  • Partner with matrixed Control Account Managers, Project Managers, Project Controllers, Schedulers, and Cost Analysts.

  • Work directly with Design and Construction Suppliers, administer Architecture & Engineering (A&E) contracts, and coordinate design and construction activities.

  • Understand technical tasks sufficiently to identify time requirements and task dependencies.

  • Manage technical resources within budget and project schedule.

  • Lead quality control, contract compliance, and contract interpretations.

  • Coordinate with Customers and Facilities Management on scope, cost, schedule, quality and change requests for all assigned projects.

  • Prioritize and manage numerous tasks.

  • Ensure compliance with Corporate and Facilities requirements and be accountable for Environmental Safety & Health (ES&H) planning.

  • Obtain Project Authorizations from Customers and Facilities management (where appropriate).

  • Identify, prepare and coordinate change orders and implement change control processes where necessary.

  • Develop risk mitigation strategies and implement them in accordance with Corporate Engineered Safety policies and practices.

Some travel will be required for this position.

This position does not have any direct reports.

Due to the nature of the work, the selected applicant must be able to work onsite.

Qualifications We Require:

  • Bachelor’s degree in Engineering, Architecture, Science, Construction Management or Project Management or other technical field related to Facilities Management plus twelve (12) or more years of relevant experience in project or program management; or equivalent combination of education and relevant experience.

  • Experience managing large scale construction projects ($30M or more).

  • Ability to obtain and maintain an active DOE Q-level security clearance.

Qualifications We Desire:

  • Demonstrated experience with execution of DOE Order 413.3B.

  • Project Management Professional (PMP) certification or other Project Management Certifications.

  • Facilities and Infrastructure Architectural and/or Engineering experience.

  • Experience with Earned Value Management (EVM), project scheduling and risk management.

  • Experience with Integrated Master Schedules, EVM Systems, and Baseline Change Control (BCC) systems and procedures.

  • Contract development (including negotiations) and monitoring experience.

  • Proficient in tools and applications commonly employed in project management activities, including working knowledge with Primavera (P6) and familiarity with Cobra.

  • Experience with standard project management practices.

  • Experience and knowledge in safety related programs including OSHA 1926, and 10 CFR 851.

About Our Team:

The Capital Acquisition Project Management department is responsible for the execution of capital construction projects within the overarching portfolio that meet the requirements of DOE O413.3B.
